Bevordering democratie binnen Verenigde Naties en met name voor de Veiligheidsraad

Voorzie de tandeloze Veiligheidsraad van een nieuw scherp gebit!

De feiten
  • De VN is opgericht in 1945 en is de opvolger van de Volkenbond.
  • De huidige VN heeft ca. 193 lidstaten
  • Belangrijkste orgaan van de VN is de Veiligheidsraad
    • met 5 permanente lidstaten
    • en 5 niet-permanente lidstaten
    • en is verantwoordelijk voor het handhaven van internationale vrede en veiligheid
  • De permanente lidstaten zijn:
  • China
  • de VS
  • Rusland
  • Groot-Brittannië
  • Frankrijk
  • De 5 niet-permanente lidstaten worden telkens voor een periode van 2 jaar in juni van ieder oneven jaar gekozen door Algemene vergadering van de VN, waarbij telkens één vertegenwoordiger uit verschillende belangrijke delen van de wereld hun kandidaat kunnen stellen. Kandidaten moeten om te worden gekozen een 2/3 meerderheid verkrijgen.
  • Alle 5 de permanente lidstaten hebben elk een eigen Vetorecht.

Doorgaans misbruiken zij dat recht als de betreffende resolutie politiek of om andere redenen hen niet goed uitkomt, zodat deze raad tot een tandeloze tijger is verworden.

  • Zeker landen als Frankrijk en Groot-Brittannië hebben hun aanvankelijke internationale invloed en macht zien inkrimpen, terwijl landen als bv. India (1,2 miljard inwoners), Brazilië (210 miljoen inwoners) en Indonesië (275 miljoen inwoners) niet permanent worden gehoord. Klikhier voor een goed artikel hierover van de Correspondent.
  • Een logische oplossing zou zijn: Weg er mee! Echter zullen stemmingen over het intrekken van dit Vetorecht het nooit halen en zit de wereld dus blijvend opgescheept met dit ondemocratisch instituut, dat notabene juist in het leven is geroepen voor de veiligheid en de mensenrechten.
Het idee

Als ik minister was, dan zou ik als Nederland (Ministerie van Algemene Zaken en Buitenlandse Zaken) een lobby opstarten onder alle landen niet permanente leden (ca.188) van de Veiligheidsraad, om hen te bewegen

  • uit de huidige Verenigde Naties te treden en over te stappen naar een gezamenlijk op te richten VN. 2.0
    • met dezelfde statuten en overname van alle reeds bestaande instituties, inclusief een Veiligheidsraad 2.0
      • maar deze dan zonder de vaak gewraakte vetorechten
      • welke worden vervangen door 2/3 meerderheidsbesluiten.
    • Als dat initiatief slaagt zullen ook de permanente leden van de Veiligheidsraad vanwege de totale leegloop van de VN 1.0 zich aanmelden
    • Slaagt dit initiatief niet, is het door de ontstane onrust misschien mogelijk, dat de permanente lidstaten van de Veiligheidsraad om de VN 1.0 in stand te houden
      • hun vetorecht inruilen voor 2/3 meerderheidsbesluiten
      • en toestaan het aantal permanente lidstaten uit te breiden met mogendheden als bv. Brazilië en India
De voordelen
  • Een veel meer democratisch instituut
  • Meer kans op resoluties, die wel worden aangenomen en gevolgen zullen hebben
  • Minder schendingen van de mensenrechten
  • Minder vluchtelingenstromen
  • Meer internationale veiligheid
